Bill Overview

Analyzed Economic Effects

4 provisions identified: 3 benefits, 0 costs, 1 mixed.

How your deferred pay is invested

The state and local governments can contract with you to defer part of your pay for retirement, up to federal 401(a) or 457 limits. You choose from plan investment options, and the State Investment Board manages and sets those options. Deferred money can go into banks, mutual funds, insurance, individual securities, or annuities. For strategy funds that use commingled funds, the Board declares unit values at least monthly.

Retirement plan access for volunteers

Volunteer firefighter participants defined in state law are treated as employees for the state deferred compensation program. You can enroll in the state plan. Being in this plan does not make you ineligible for a public pension. Deferred pay still counts as regular pay when your pension is calculated.

Roth option in state deferred plan

Beginning December 1, 2023, the state deferred compensation plan offers Roth (after-tax) contributions. You can choose Roth contributions alongside the usual pre-tax deferrals, up to federal limits.

Automatic savings for new public hires

Beginning January 1, 2017, new full-time state employees who are eligible for the plan are enrolled unless they waive. If you do nothing, 3% of your taxable pay goes into the plan and is invested in a default option chosen by the State Investment Board. Undergraduate and graduate student employees at higher education schools are excluded. Local governments that offer the state plan may choose the same opt-out setup for new hires.
