Draft laws to expand hands-on learning

The task force writes draft laws to expand and standardize secondary work-integrated learning. This includes CTE, career-connected learning, apprenticeships, internships, externships, work-based learning, and Core Plus. It must include paths that lead to U.S. Coast Guard–approved postsecondary programs that award STCW credentials. The plan covers governance, operations, and codifying rules. Existing Core Plus programs set up before January 1, 2024 are not changed.

Statewide career and technical education task force

The law creates a statewide task force on career and technical education. Members come from schools and key industries, including aerospace, construction, maritime, allied health, community and technical colleges, skill centers, and the workforce board. The state superintendent chairs it and provides staff. The task force must send its report to the governor, legislature, and state board of education by November 15, 2025.

Stronger Core Plus programs and framework

The task force creates a model to expand and run Core Plus programs. It aligns courses and hours with industry-recognized credentials and offers free curriculum to teachers. It sets course equivalencies and sequences and builds industry, labor, and community partnerships. It plans educator and counselor training, links to college programs, and promotes programs to students and families. It grows an employer cohort to hire graduates and recommends ongoing, data-driven improvements with industry leaders.

Task force ends June 30, 2026

The task force and its legal authority end on June 30, 2026 unless extended by lawmakers. Its work stops after that date.
