The law adds a rule for some counties east of the Cascade crest. A county with 530,000 to 1,500,000 people that runs a regional 911 system must share its county 911 excise tax. The county pays the local government that runs a municipal 911 call center (PSAP). It can also pay a local government that gets 911 calls from the regional system for dispatch. Beginning January 1, 2026, the county makes these payments every quarter. The transfer uses the same percentage listed in RCW 82.14.420 (7) and (8). It comes from the county 911 excise tax under RCW 82.14B.030 (1), (2), and (3). A “regional 911 system” means a county-run system that answers 911 for several police and fire agencies. The act takes effect July 27, 2025.
