Rapid care team gets kids home

Beginning April 25, 2025, the state runs a rapid care team led by a project director to resolve complex child crises. The team includes leaders from children’s services, health care, social services, disability services, and the budget office. It quickly finds services and safe living arrangements so kids who no longer need hospital care can leave sooner. The team can give help directly to the child and family and coordinates with hospitals, managed care plans, and navigator programs. Many people can make a referral, including the child or family, schools, police, hospital staff, and state agencies.

Who counts as a child in crisis

The law defines a “child in crisis” as under 18 who is at risk of or staying in a hospital without medical need and cannot return to a parent, or a dependent child with unstable placement referred by DCYF. The rapid care team must include designees from the Health Care Authority, Social and Health Services, Developmental Disabilities Administration, Children, Youth, and Families, and the budget office. The program runs through June 30, 2027. It remains in effect only if the legislature provided specific funding in the omnibus budget by June 30, 2025. These rules take effect April 25, 2025.
