The Agriculture Director, working with coastal lawmakers and an oyster growers group, establishes a governing board. Members come from six state agencies (Agriculture, Ecology, Natural Resources, Fish and Wildlife, Commerce, and the Conservation Commission), local growers and processors, the Shoalwater Bay Indian Tribe, a shellfish nonprofit, and a regional ecosystem group (ex officio). The board reviews research proposals, guides how grant money is spent, and ensures transparency. It meets at least every three months, uses consensus when possible, and can approve by simple majority if needed; a neutral facilitator helps run meetings as an ex officio member. Board members can get state travel and lodging reimbursements; the board is subject to funding and expires July 1, 2035.
The Washington Department of Agriculture runs a research program to fight burrowing shrimp on bottom-culture shellfish farms. The program asks experts to submit proposals and sets up controlled test sites. It also plans for needed tools and helps growers get permits to use proven methods. The program runs only when the state funds it and expires July 1, 2035.
Grant money can only fund projects that control burrowing shrimp in Willapa Bay or Grays Harbor. Methods already shown to be ineffective cannot get funding. This steers money to local growers and narrows which approaches can be tried.
