Beginning July 27, 2025, OSPI runs a statewide task force to improve teen access to career and technical education. The superintendent chairs it, OSPI staffs it, and meetings are remote. Members include schools, labor, employers in aerospace, manufacturing, construction, maritime, and health, workforce boards, and state agencies. The task force must draft recommendations and bills to expand work‑integrated learning and create a model CTE core plus pathway that can lead to industry‑recognized nondegree credentials. It must review age and hour limits and other rules that block 16- and 17-year-olds from training, licenses, or jobs, while keeping minor safety protections. Agencies may start rule changes early if they follow state and federal law. The task force must report by November 15, 2026, and ends June 30, 2027.
