Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

Community groups contracted for family help

By July 1, 2025, DCYF offers at least one competitively awarded contract to a community group that already provides family reconciliation services, if money is appropriated for this purpose. DCYF also publishes a yearly report on these services, including how many requests and how many referrals go to community‑based providers. These steps build local capacity and improve transparency.

More help to resolve family conflict

The law requires the Department of Children, Youth, and Families (DCYF) to offer family reconciliation services in key moments. Services must be offered when a family or youth asks, after a report that a youth is away from home without permission, for youth in county juvenile detention upon request, and when the housing‑stability program identifies a youth upon request. DCYF coordinates with community support teams and may use a local expert team to plan help. Services are trauma‑informed and culturally relevant, and can include parent coaching, help resolving conflict, and referrals to suicide‑prevention, health, legal, and education help.

Services take effect only if funded

If the state’s omnibus budget does not include specific funding for this act by June 30, 2025, the entire act is null and void. In that case, agencies do not carry out the changes and families do not get the new services.
