The law defines Group A systems as having 15 or more service connections, or serving 25 or more people per day for 60 or more days in a year, or serving 1,000 or more people for two days in a row. It stops using a default people-per-connection number if that alone would move a system from Group B to Group A. This avoids reclassification based only on an assumed headcount. Local governments can add extra rules for Group B systems, as long as they are at least as strict as state rules. These changes take effect immediately on April 16, 2025.
