The law creates a statewide help and training framework for school mental and behavioral health. The state education agency and regional service districts give schools tools to spot needs, map local resources, and connect students and families to care, from prevention to crisis help. The framework uses proven practices, engages families and tribes, and sets clear roles to deliver training and support. It also helps schools braid state, federal, local, and private dollars and find available funding. Agencies consult with health agencies, school districts, colleges, and community groups and keep improving the framework. Schools keep current legal duties, and the state uses the framework to guide services once it is ready. The state reports progress to lawmakers by November 1, 2027.
