Amtrak Cascades riders: 2035 service goals

The law sets 2035 goals for Amtrak Cascades service. WSDOT must prioritize 88% on-time performance. It must reach at least 14 daily Seattle–Portland round trips and 5 Seattle–Vancouver, BC. Stations must get better first- and last‑mile connections. Service must cut emissions in line with state goals. Project work must pursue these goals and coordinate with federal programs and host railroads. Meeting cross‑border targets needs voluntary investments from Canada and Oregon.

Annual rail progress reports and review

The Department must report each year on progress toward these targets. Reports go to the legislature's transportation committees and the Joint Transportation Committee. If a target faces constraints, the report must explain them and the needed mitigation. If constraints cannot be fixed, the report must justify temporary or permanent target changes. The Joint Transportation Committee also conducts an independent review of the service plan. It reviews documents released by December 31, 2026. A final report is due June 1, 2027, sent to WSDOT, lawmakers, and the budget office.
