Public utility districts can own insurers

In Washington, public utility districts can now form, own, or use a captive insurer. A captive is an insurance company the utility owns to cover its own risks. This can cut insurance costs and help keep rates steadier. It also means the utility can keep more risk, so big losses could still affect customer rates. Captives must follow chapter 48.201 RCW rules.
