Beginning July 27, 2025, the homeless count keeps personal details confidential. Commerce and local governments must protect each person’s identity. They cannot share identifying details for victims of domestic violence, sexual assault, dating violence, or stalking, or for parents or guardians of child victims. They also cannot require providers to give this identifying information; summary data can be used instead. Information that would reveal someone’s HIV or AIDS status stays confidential.
Beginning July 27, 2025, Commerce sets the schedule for the homeless count, instead of an automatic yearly count. The count still follows state rules. Commerce chooses what data to collect after consulting local governments. Each year, Commerce publishes county summary results and includes them in its annual homeless housing plan.
Beginning July 27, 2025, Commerce no longer faces year-four deadlines to launch an online housing referral and case management system. The year-four deadline for an organizational quality management system is also removed. This eases agency requirements and may slow the rollout of those tools.
