Interior-only remodels skip site plan

The law makes cities and counties skip site plan review for qualifying interior-only projects. You qualify if the work does not add bedrooms or sleeping areas. It cannot exceed FEMA substantial improvement limits. It cannot add square footage or value that would require new fire access or fire sprinklers. It also cannot change the site layout, change the current use, or add to the footprint. You still must meet building, plumbing, mechanical, and electrical codes.

Clearer local rules for project permits

The law clarifies what counts as a project permit and removes building permits from this system. It defines open record hearings, closed record appeals, and public meetings as different steps. Cities and counties can, by ordinance, exclude some permits from state timelines and procedures. Examples include landmark designations, street vacations, lot line adjustments, and construction approvals that are exempt from environmental review or already reviewed. This can speed reviews for applicants but may reduce uniform process and appeal steps for neighbors.
