The state runs a grant program to help local and tribal agencies hire, keep, and train officers and co‑response staff. Agencies must meet model policies, complete required trainings, report use‑of‑force data, and have a certified chief or sheriff. Grants can pay up to 75% of an entry‑level officer’s pay and benefits for up to 36 months, capped at $125,000 per position. Agencies must provide at least a 25% cash match, and funds cannot be used to recruit lateral transfers. The Commission may advance funds to cover required training and related overtime when agencies meet most rules but need training to qualify. Awards are prioritized to start co‑response or community‑immersion programs first, then expand existing co‑response teams, then others. Money flows through a dedicated state account that can be spent only on these grants and cannot replace general‑fund dollars. The Commission reports to budget committees each year by July 31 starting July 21, 2026. Program and account authority end June 30, 2028.
The state sheriffs and police chiefs association must compile staffing data for each local agency for July 1 of 2020 through 2025. The report lists authorized and filled positions, vacancies, retirements, and vacancy and turnover rates. It is due to the governor and legislative budget committees by January 1, 2026. This duty ends July 1, 2026.
Your city or county can add a 0.1% sales and use tax for criminal justice. That is $1 for every $1,000 of taxable purchases. To impose it, the jurisdiction must meet state grant standards and send proof to the Criminal Justice Training Commission. The council must adopt it by June 30, 2028, or voters can approve it. Jurisdictions where voters repealed or rejected certain criminal justice taxes in the past 12 months cannot use this option. If verification problems are not fixed within 180 days, the state withholds $100,000 from monthly tax remittances until compliance. Cities and counties that levy the tax must report spending within one year and every year; statewide associations send combined reports to lawmakers by December 1, 2025 and annually.
