Beginning January 1, 2026, large financial institutions pay an extra 1.2% business and occupation (B&O) tax. It applies to gross income taxed under the general service rules. It only applies to institutions in a consolidated group that reported at least $1,000,000,000 in net income last year. The Department of Revenue can require disclosure of group members to enforce the tax. All revenue goes to the state general fund.
Beginning January 1, 2026, payment card processors get a new business and occupation (B&O) tax deduction. They can subtract interchange fees, network fees, and amounts kept by other processors from their taxable amount. The law also sets a 3.1% B&O tax rate on gross income from card processing. The 3.1% rate does not apply if the processor runs the card network, is affiliated with the network and pays an affiliated bank, or is also the issuer. Those excluded activities are taxed at the general service rate and cannot use this new deduction.
