5 provisions identified: 3 benefits, 0 costs, 2 mixed.

Cash help for pregnant people not on TANF

The state provides cash grants to people who are pregnant and in need. You must meet TANF income and resource limits but be ineligible for TANF or state family assistance for a reason other than not cooperating. You must also meet other program rules in the law.

No payback of overlapping SSI after 2028

Beginning October 1, 2028, the state cannot make you repay aged, blind, or disabled cash for any month that SSI later covers. ABD money paid for months before October 1, 2028 can still be recovered if SSI later pays for those same months. You can still get state cash and essential-needs housing help while your SSI application is pending.

Common rules for disability and pregnancy grants

To get these grants, you must be a U.S. citizen, a lawful permanent resident, live under color of law, or be a trafficking victim. You must meet income and resource limits. You must give a Social Security number or apply for one before approval; trafficking victims without an SSN are exempt. You are not eligible if you refuse needed substance use treatment or do not cooperate to get federal aid, unless you have good cause.

New rules for aged, blind, disabled cash

The aged, blind, or disabled cash program now uses clear standards. Aged means 65 or older, blind follows Social Security rules, and disabled means you likely meet the SSI test. The agency can use past Social Security or Medicaid disability findings. You are not eligible if your main work barrier is a substance use disorder; the department must refer you to treatment or shelter. You are also not eligible if Social Security made a final SSI denial on age, blindness, or disability. You are ineligible for any month you flee a felony case or break probation, supervision, or parole for a felony or gross misdemeanor.

Housing and essentials referrals for eligible clients

If you qualify for these cash programs, the department must refer you to essential needs and housing help. The department also shares client data with the Department of Commerce and local housing partners to coordinate services. This improves connections to shelter and basic needs but does not by itself add cash.
