This law is null and void if the state budget does not include funding that cites this act by June 30, 2025. If that happens, none of the act's provisions take effect.

Tourism and clean jet fuel funding

Money from the concession fee first covers Department of Revenue costs. Starting July 1, 2025, the rest is split each year: 50% to statewide tourism marketing and 50% to a new sustainable aviation fuel account. The money in both accounts can be spent only after the legislature approves it. Tourism spending must be matched 1-to-1 with nonstate or certain state funds; the board will set in-kind match rules. The sustainable aviation fuel account supports research, environmental review, and infrastructure and begins January 1, 2026.

New 10% fee on duty-free shops

Duty-free sales businesses in Washington must pay a 10% concession fee on gross merchandise sales. The fee is in addition to all other taxes and fees. The Department of Revenue sets payment and collection rules. This starts January 1, 2026.

Airport control moves to operator city

An airport run by a city or other municipality is under that municipality's exclusive control. Other local governments where the airport sits cannot use police powers there or charge license or occupation taxes on its operations. Federal and state laws still apply. This change takes effect January 1, 2026.
