State review of scissor stairs for apartments

Beginning June 11, 2026, the State Building Code Council must set up a technical group on “scissor stairs.” The group must recommend code changes to allow scissor stairs in buildings with sleeping units serving more than two dwelling units where residents are mainly permanent. The advice must address public health, safety, and welfare, and construction costs, and arrive in time for the 2027 state building code update. “Scissor stairs” means two interlocking stairways with two separate exits, separately enclosed and divided by fire‑resistance rated assemblies. This section ends January 1, 2031.
