Statewide plan to boost food security

Beginning June 11, 2026, the Department of Agriculture must lead a statewide food security strategy and deliver it by December 1, 2027. The strategy defines food security, sets measures for farm viability, supply chains, and food access, and keeps yearly data on all state and federal hunger programs, including use and demographics. It supports nutrition education, coordinated checks for gaps when supply or demand shifts, and research to cut diet‑related health differences. The Department must convene specified state agencies, UW and WSU, the food policy forum, and hunger relief groups; include people with lived experience and small BIPOC farmers; and regularly engage tribes. These planning powers end July 1, 2028.

Track farm costs and strengthen supply chains

Beginning June 11, 2026, the agriculture director monitors the statewide food system and coordinates food security. The director works with agencies, tribes, universities, nonprofits, and industry experts and tracks state‑imposed regulatory costs on fuel, packaging, and labor. The strategy must track farm fuel and labor costs using agency data or voluntary surveys and estimate the extra cost from Washington‑specific laws. It identifies policy and rule barriers, builds a cross‑agency communication network, and clarifies roles for disaster response with outreach to producers and consumers. These strategy elements expire July 1, 2028.
