Beginning July 1, 2021, the Health Care Authority collects annual assessments from health carriers, self‑funded MEWAs, and employers that provide health care in Washington, unless they already pay under a Medicaid managed care contract. Your share equals the non‑74.09 program costs times your resident insured count, divided by all state residents the program serves who are not in 74.09 programs. Covered lives are measured by covered person months each year. The state pays the share for people in programs under chapter 74.09 RCW with state and federal funds, when money is appropriated. The Authority may hire a third‑party administrator; reasonable contractor fees can be included in the assessment, but the Authority’s own admin costs are excluded. The Authority, with UW Psychiatry and Seattle Children’s, sets each program’s annual operating and administration costs. These rules fund the partnership access lines, the psychiatric consultation line, and the first approach skills training program.
The Health Care Authority sets separate performance measures for the partnership access lines and the psychiatric consultation line. The UW Department of Psychiatry and partner hospitals send quarterly reports. Reports include required demographic data, results on any measures the Authority sets, and barriers to getting services. These updates improve oversight and help track access and equity.
