Utilities prioritize low-income renters and communities

Utilities must focus these upgrades on renters with the highest energy burden. Priority goes to low-income customers, vulnerable people, and highly impacted communities. Projects must still meet comfort and productivity needs.

Utility upgrades for rentals, billed monthly

Utilities can fund cost-effective energy upgrades in single-family and multifamily rentals. Instead of the landlord paying upfront, the utility invests and recovers costs on bills. The commission may allow a return and set how long recovery lasts to lower energy burden and limit bill impact. The charge is secured to the meter and appears as an "energy savings charge." Tenants, including future tenants, or the owner pay it until the authorized return is fully recovered. If the owner pays the bill, recovery happens under a site-specific services agreement.

30-day notice before energy work

If you pay the electric or gas bill, your landlord must notify you before work starts. The landlord must give you at least 30 days' notice. The notice must describe the work and the expected benefits. Utilities must give the owner the information needed for this notice.
