License exemption for former foster caregivers

Beginning June 11, 2026, some former foster caregivers do not need an adult family home license to keep caring for the adults they raised. You qualify if you held a foster family home license for at least 3 years and gave personal care for at least 3 years when the youth left care. Or you were approved for a child-specific license for that youth. In both cases, the only unrelated adults getting personal care in your home must be those former foster youth. You must have no founded or substantiated child protective services findings, no final substantiated adult protective services findings, and no pending or prior adverse licensing actions when the youth exits care. The department may set rules to operate these exemptions.

Veterans medical foster homes license exemption

Beginning June 11, 2026, VA medical foster homes do not need a state adult family home license. The home must meet the federal definition, be overseen and reviewed by VA each year, and serve only three or fewer veterans. Caregivers must meet state training, certification, and background-check rules. The exemption applies only when all of these conditions are met.
