Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

Easier school enrollment for military kids

The law lets a military child count as a district resident when moving to Washington because of active-duty orders. This covers transfers to a Washington base, a base in a bordering state, or a military emergency move. Districts must accept enrollment and class registration before the child arrives, including by email or mail. A parent must provide official orders or other military documents confirming the move. You have 90 calendar days after enrollment to show district residence. Schools must accept temporary lodging, a purchase or lease (or signed agreement), and federal or off‑base military housing as proof, and they finalize enrollment after verification.

Faster IEP and 504 help for military kids

If a military child had an IEP or 504 plan in another state, the new district takes the records and prior evaluations. The school provides comparable services and accommodations without unreasonable delay. If a new evaluation is needed, the district must do it as quickly as allowed by law.

No guaranteed busing between districts for military kids

A nonresident school district does not have to provide transportation to or from the resident district for a military child. Families may need to arrange or pay for travel. This does not apply if state or federal law requires the district to provide transportation.
