Bill Overview

Analyzed Economic Effects

3 provisions identified: 0 benefits, 0 costs, 3 mixed.

Fewer state energy reports to lawmakers

The Department of Commerce must send a state energy strategy report by December 1, 2024. After that, the department reports no later than four years after each strategy review is finished. The law also repeals an older duty that required a separate report to the Legislature. This reduces required reports and may limit formal oversight, while cutting administrative work.

Utilities now file reports every two years

Qualifying utilities report on clean energy targets every two years instead of every year. Reports must show expected and actual electricity savings, spending, and the last two years’ load. They must also show renewable energy needed and acquired, renewable energy credits retired, and the percent of retail revenue spent on renewables and credits. Investor‑owned utilities also file the same data with the Utilities and Transportation Commission. Other qualifying utilities make the data available to the state auditor, and all must share reports with customers.

Utilities stop reporting heat-day shutoffs

Utilities and local providers no longer must report counts of electric, water, or thermal disconnections on days with National Weather Service heat alerts. This includes investor‑owned utilities, city and town utilities, public utility districts, and irrigation districts that serve homes. Old triggers like over 25,000 electric customers or 2,500 water customers no longer apply. The law encourages using any savings for low‑income energy assistance. This cuts paperwork but reduces public visibility into heat‑day shutoffs.
