Beginning July 27, 2025, HCA fully reinstates your Medicaid no later than the moment you are released. This applies if you were enrolled before confinement or you enrolled in suspense status while confined. A fast eligibility check may happen when required; HCA cannot restore early if that would use federal funds beyond what is allowed. Statewide steps speed this up: facilities and field offices accept pre-release applications and aim to finish reviews before release. They provide ID cards, work with Social Security to speed SSI/SSDI, tell your health plan your release details, and share exam results that show disability so HCA can decide sooner.
Eligible juveniles in detention get screening and diagnostic services within 30 days before release, or within a week after release if needed. They also get targeted case management for at least 30 days before release and for at least 30 days after release, or longer if medically needed. HCA works with managed care plans, the reentry work group, DCYF, and detention facilities, and uses existing Medicaid waivers and reentry funding to deliver these services. By December 1, 2025, HCA reports progress and barriers to the governor and legislature. These juvenile requirements end July 1, 2026.
HCA applies for a federal waiver to let Washington provide Medicaid services up to 30 days before release from jail, a DCYF facility, or a state hospital. HCA consults the state reentry work group and keeps the governor and legislature informed. Pre-release services start only after final federal approval.
Beginning July 27, 2025, if you are confined, the state pauses (suspends) your Medicaid instead of ending it. If you had Medicaid when you were confined, your enrollment is protected for the first 29 days. If you were not enrolled, you can apply while confined and be put in suspense status, even without a known release date. After day 29, HCA may suspend enrollment or keep you in suspense status under the law's rules.
