Beginning July 27, 2025, insurers that sell experience-rated group disability income coverage in Washington must include their experience-rating formulas in their rate manual filings. They must also list all rating factors and credibility formulas. The filing must be detailed enough for the insurance commissioner to confirm if a group is fully or partially credible and to recreate the group’s premium from its experience and demographics. Insurers still file manuals of classifications, rules, rates, and any changes for disability insurance, unless another state or federal law sets different filing rules. This increases transparency and lets the state verify how premiums are set.
