Bonded titles for unclear vehicle ownership

Beginning July 27, 2025, if ownership is unclear, you can register a vehicle for three years without a title or get a bonded title. The bond runs three years and equals 1.5 times the vehicle’s value; claims cannot exceed the bond. You must have obtained it from the owner of record or an interim owner by purchase, trade, gift, lease, or inheritance. This does not cover unauthorized or abandoned vehicles, snowmobiles, or Washington dealer sales.

More time and interest relief for mobile homes

Beginning July 27, 2025, the law delays seizure of certain mobile and manufactured homes for three years after the first tax delinquency. If collection would cost more than the tax, the treasurer can cancel the tax. For low‑income title owners who live there, the treasurer must waive interest and penalties when base taxes are paid. Apply at least 14 days before distraint is recorded, and you cannot have received a prior waiver.

Some uncollectible personal property taxes canceled

Beginning July 27, 2025, when the treasurer cannot find goods to seize or collection is impractical, the treasurer files a list and affidavit by February 1. The county legislative authority may then cancel those personal property taxes if it determines they cannot be collected.

Clearer seizure and sale rules for taxes

Beginning July 27, 2025, if property is hard to move, seizure starts when the treasurer files a notice with the county auditor and sends you a registered letter 30 days before sale. Treasurers may hold the sale online under state auction rules. If bids exceed the minimum due, the extra goes to the title holder named in the notice, on application. You must claim it within three years after the sale, or the claim ends.
