Beginning September 1, 2025, nonresident vessels 30–300 feet can get permits. This applies to entity owners and to individuals who plan to charter with a captain and crew. No Washington resident may own the vessel or be a principal, and the Department of Revenue must give written approval. Until May 1, 2026, vessels over 200 feet are processed and charged as 200 feet. After May 1, 2026, owners of 201–300 foot vessels pay $100 per foot, rounded up. These changes end January 1, 2029.
Beginning September 1, 2025, fees from 201–300 foot nonresident vessel permits go to the Recreation and Conservation Office. The Office must fund grants for youth swim lessons in overburdened communities. This funding rule ends January 1, 2029.
