Schools can limit phones during class

School boards may set rules that limit students from carrying or using personal phones during instructional hours. These rules cover personal mobile phones and similar devices. School-issued learning laptops or tablets are not "mobile devices" under the law. The state defines "instructional hours" and key device terms so policies are clear across districts. Boards are encouraged to use OSPI's recommendations and resources when writing local rules.

State guidance on student phone use

OSPI must run a website with resources on digital citizenship, media literacy, and internet safety. The site includes research on student mobile device use, best-practice tips, and free open teaching materials. By December 15, 2027, OSPI must submit a report to lawmakers on school policies that limit device use during instructional hours, barriers, and evidence-based recommendations. The report includes student input. This reporting duty ends June 30, 2028.
