Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

Public input and reports on closure

DSHS must report on Rainier transitions on Dec 1, 2025; Jun 1, 2026; Dec 1, 2026; Jun 1, 2027; Jun 1, 2028; and every year after until July 1, 2030. Reports must list capacity, where former residents live, deaths after transition, and job outcomes for former staff. The Developmental Disability Ombuds must also report resident and family feedback by Nov 1, 2028. The department must hold a public comment period of at least 90 days that ends no later than Nov 1, 2025.

Yakima Valley School set to close

Yakima Valley School in Selah will stop operating as a residential habilitation center when the conditions in RCW 71A.20.180(1)(a) are met. Residents will need to move to other settings when that happens. Families and employees are affected.

Rainier School closure and resident support

Rainier School is closing in phases. As of the law’s effective date, Rainier cannot take new long‑term residents. Starting June 30, 2027, it cannot take any admissions at all, except a one‑time return for some former long‑term residents. A former long‑term resident who moved to the community after the effective date may return once within the first year; later requests need a team review and secretary approval. Rainier stays open until the long‑term resident count reaches zero. DSHS must offer placements you choose—state‑run living alternatives, supported living, adult family homes, or other residential centers—and make a personal transition plan. The plan can fund assessments, moving costs, home changes, staff training, and crisis support; staff get job options in state programs, and the law funds these steps.
