Fees for cannabis business licenses

You pay $250 to apply for each producer, processor, or retailer license. You pay $1,381 each year for each license you hold. Fees apply per location. Beginning January 1, 2026.

Limits on owning cannabis stores

No person or connected group may hold more than five retail cannabis licenses. You also cannot use management or other deals to gain a financial interest across more than five licenses. Financial interest includes profit sharing, coordinated pricing or purchasing, shared brands or IP, shared operations, shared marketing, or shared hiring. Beginning January 1, 2026.

Licenses and protections for cannabis businesses

The law creates producer, processor, and retailer licenses. Producer licenses let you grow cannabis for wholesale and sell immature plants or seeds to cooperatives and qualifying patients or designated providers. Processor licenses let you process, package, and label products for wholesale. Retailer licenses let you sell cannabis products in stores. Each license must list a Washington location, cannot be used by another person, and each site needs its own license. If you hold a valid license and follow the rules, these activities are not crimes or civil offenses. Beginning January 1, 2026.

Deadlines to open cannabis stores

The board sets rules to cancel retail licenses that are not fully open. No cancellation can happen in the first 9 months after a license is issued. If a store is still not fully open by 24 months, the board must cancel the license unless delays were beyond your control. The board cannot take your license if a city, town, or county blocks you with a ban, moratorium, or zoning or permit rules. Beginning January 1, 2026.

When these cannabis rules apply

These rules apply to agreements made before January 1, 2026 and to agreements made or renewed on or after that date. The law takes effect January 1, 2026.
