ATVs and off-road vehicles skip VIN checks

Beginning July 1, 2026, all-terrain vehicles, wheeled all-terrain vehicles, and utility‑type vehicles are exempt from the VIN inspection in RCW 46.12.560. Vehicles titled under chapter 46.09 RCW are also exempt. This removes that inspection step when titling these vehicles.

Felony to remove salvage warning mark

Beginning July 1, 2026, it is a class C felony to remove the permanent mark at the driver’s door pillar that shows a vehicle was previously destroyed or a total loss. Removing the mark can lead to criminal charges.

Missing or altered VIN: new number

Beginning July 1, 2026, State Patrol must inspect any vehicle with an altered, removed, or missing VIN before a title application is accepted. You must pay the fee required in RCW 46.17.135. State Patrol assigns and stamps a new VIN, and the department uses that as the official VIN.

Tighter rules for salvage and rebuilt titles

Beginning July 1, 2026, you must get a Washington State Patrol or other authorized VIN inspection before applying for a title if the vehicle was a total loss or salvage, was rebuilt after its title was returned, or came from another state with total‑loss/salvage papers and no new registration. The Patrol inspects only after you repair or replace all damaged major parts, and it verifies the VIN is genuine and matches the title and registration. Bring original invoices for parts from registered vendors or licensed wreckers; parts from a private seller need the source title or a notarized bill of sale with full details. A VIN specialist checks that major parts were obtained legally and puts a permanent mark on the driver’s door pillar noting prior destruction or total loss. If you lack a proper release of interest or proof of ownership for the vehicle or a major part, you must use the ownership‑in‑doubt process under RCW 46.12.680.
