Beginning January 1, 2026, only people certified by the Electric Vehicle Infrastructure Training Program, or a similar national program, may install or maintain EV chargers on public works. The rule covers only the electrical parts of the job, and even licensed master, journeyman, or specialty electricians must also hold this EV charger certification for public projects. Apprentices may work when a certified journeyman supervises them. Work under contracts signed before January 1, 2026 is not covered. This requirement applies only if the training program is open to all general journeyman electricians.
The Department of Labor and Industries can adopt rules to carry out the EV charger installer certification law starting January 1, 2026. The agency sets details for how certification works and how it is enforced. This is administrative and does not itself change taxes or give money.
