Faster, clearer unit lot approvals

Cities must add unit lot rules on a set timeline. Places with 2027 plan updates adopt by then; others do so within two years of the law taking effect. Reviews use only clear, measurable standards. No public predecision meetings or full design review are required, but the city must notify people within 250 feet and post how to send written comments. Applications follow the state’s decision time limits, unless both sides agree to extend. After the deadlines, a city cannot refuse a proper application just because it has not adopted its rules yet.

Buyer notices and shared-area rules

The recorded unit lot plat must include clear notes that tie approval to the parent project. It must warn that later changes cannot increase nonconformity and that repairs or replacements must match the approved project or vested standards. Buyers of unit lots must get a written notice by June 30, 2026, explaining the unit lot’s legal status. Any shared areas of the parent lot must be owned in common by unit‑lot owners or by their homeowners’ association.

Short plat rules and 5-year limit

Cities and counties must set up a summary approval track for short plats and record them with the county auditor. Land split by a short plat cannot be divided again for five years without a final plat. If the original short plat had fewer than four parcels, you may alter it within five years to make up to four lots total. Local rules must also consider sidewalks and other features for safe walking to and from school.
