Beginning July 27, 2025, participating businesses can claim a Washington tax credit equal to 50% of their payments into the employment training finance account. Any unused credit carries forward to cut taxes in later years. This credit lowers your state business tax bill if you are in the program.
Anyone who claims the credit must file an annual tax performance report with the Department of Revenue. If a participant fails to meet the program rule in RCW 28B.67.020(2)(b)(ii), they must repay all credits taken, plus interest. No credit is allowed for repayments tied to training allowances received on or after July 1, 2031. The credit section ends July 1, 2033, unless lawmakers extend it.
By December 31, 2028, the state college board reports which counties have eligible businesses and qualified training schools. The report also describes efforts to grow credit use across more industries and schools, and shares results such as employees trained, wages after training, retention, and credentials earned. The law sets a performance statement for this tax preference and lets JLARC use state data to review it. If 75% of participating businesses finish training and repay their loans, lawmakers state they intend to extend the preference.
