Toll bridge funding and debt rules

The commission must set tolls for state bond‑financed bridges to cover operations, maintenance, and debt. Bond payments are the first claim on toll money. For the Tacoma Narrows Bridge, the state deposits tolls, bond proceeds, interest, surplus land sales, and damages into its account. The state transfers $3,250,000 each quarter from September 2022 through July 1, 2032, capped at $130,000,000. Money in the account pays bridge financing, operations, repairs, and repays the motor vehicle fund. The treasurer moves funds on each debt service date to cover Tacoma Narrows bond payments. These rules take effect January 1, 2026.

Faster public process for toll rates

Beginning January 1, 2026, the Transportation Commission uses a new process to set tolls and exemptions. It is not bound by the state Administrative Procedure Act for toll-setting, so changes can happen faster. The commission must post notice at least 30 days before proposed rates start. It must do public outreach and choose rates in an open meeting with remote access. Within one week after adoption, it must notify the public and agencies and post updates. In urgent cases to meet legal or financial duties, it can adopt toll changes faster.

Toll admin fees capped at cost

Beginning January 1, 2026, the commission can charge administrative fees when it collects tolls. The fee cannot be more than the actual cost to collect the toll. Fees go into the account for the facility where the toll was charged.
