Cost-of-living raises for technical classified staff

Beginning July 1, 2025, each technical college board gets yearly funds to raise pay for classified employees covered by chapter 41.56 RCW. Pay and required salary-related benefits go up by the yearly cost-of-living index. The state fully funds these increases so boards can deliver the raises.

Guaranteed cost-of-living raises for academic staff

Beginning July 1, 2025, each community and technical college district gets yearly funds to raise pay for academic employees by the state cost-of-living index. The state pays the full cost of these raises and the required salary-related benefits. Districts must pay them through salary schedules and bargaining agreements, and certify by fiscal year‑end that the COL funds went to pay and benefits. The college board adds each funded raise to the salary base used for future increases, so percent raises build on a higher base.

New inflation index for college raises

Starting in the 2025–2027 biennium (effective July 1, 2025), Washington uses the U.S. Bureau of Economic Analysis implicit price deflator to set the cost-of-living rate. It uses the prior calendar year’s value at the start of the school year. This index sets the annual raise percentage for academic and classified employees at community and technical colleges. It can make raises bigger or smaller from year to year.
