Bill Overview

Analyzed Economic Effects

2 provisions identified: 0 benefits, 2 costs, 0 mixed.

More services and digital goods taxed

Beginning October 1, 2025, Washington taxes many services and digital items as retail sales. You will pay sales tax on more repairs, rentals, lodging, parking, fitness charges, some advertising, and staffing services. Access to digital goods and software is generally taxed, including digital codes and content you stream or download. Many items stay untaxed, like janitorial services, some farm inputs, internet access, telehealth, and accredited online classes. Businesses that sell these items must collect and send the tax.

More nicotine products taxed as tobacco

Starting January 1, 2026, Washington counts most nicotine products as tobacco for state tax rules. This includes synthetic nicotine and noncigarette items used or absorbed by people. Cigarettes and FDA-approved drugs or devices sold by December 31, 2024, stay excluded. If you buy vaping or other nicotine items, you are more likely to pay tobacco taxes.
