The law creates a preK promise account to help children in the state’s Early Childhood Education and Assistance Program. It takes only gifts, grants, and donations the secretary receives. Only the secretary can approve spending, and money can be used only for children in the program. Deposits are tracked by donor, and any balance stays in the account and does not return to the general fund. These rules take effect March 14, 2026.
The state adds the preK promise account to the list of accounts that get monthly investment earnings based on average daily balance. Sections 1 and 2 take effect March 14, 2026, so earnings start right away. The interim rule in Section 2 ends July 1, 2030. Section 3 starts on July 1, 2030 and sets the ongoing rules after that date. This can add modest dollars to the preK fund and other listed programs.
