Extended foster care: keep your benefits

Beginning January 1, 2027, the department cannot use your benefits to repay the cost of your extended foster care. If you are not getting Social Security, the department must check if you qualify and help you apply. If you qualify, the department helps you become the payee and keeps your eligibility while it serves as payee. The department must help you open a safe account, like a Washington ABLE or a checking account. If you need help managing money, the department must try to find an authorized representative; if none is found, it can serve for a time or hire a contractor. When the department is your representative payee, it has a fiduciary duty and must follow federal Social Security rules.

Funds the department holds: protected after $2,000

When the department holds money for you, it may move it into a protected account once your balance is over $2,000. These can include a Washington ABLE or a similar account. Raising the limit to $2,000 can delay moving smaller balances into protected accounts.
