The law sets up an advisory committee to guide the office’s work. It includes advocates, at least two legislators, parent advocates, youth and young adult voices, law enforcement, and service providers, plus people from groups hit hardest by homelessness. The department staffs the committee. The governor appoints most members, while legislative leaders appoint the legislators. A youth member who turns 25 during service can finish their term.
The law creates a state Office of Homeless Youth Prevention and Protection Programs. The office leads funding, policy, and practice across agencies to help homeless youth and young adults. It sets goals to reduce the number of homeless youth and to shorten time without stable housing by improving family permanency. The office collects and shares data, tracks outcomes by county and statewide, and issues reports and plans. It also works to stop state systems from discharging youth into homelessness and to keep families stable.
