More students qualify for Washington College Grant

Beginning in the 2025–26 school year, Washington high schoolers in grades 10–12 whose household gets Basic Food or State Food Assistance qualify for the Washington College Grant. Beginning in the 2026–27 school year, students who qualify for the Passport to Careers program also qualify for the Washington College Grant. This expands grant access and can lower future college costs for these students.

New rules for Passport to Careers aid

The law now measures Passport to Careers financial need using the federal Student Aid Index, not the old family contribution. This can increase or decrease a student’s award based on their situation. The law also defines what counts as occupational‑specific costs for apprentices and pre‑apprentices: fees, class tuition, work clothes, rain gear, boots, and tools.

Student aid fund protections and transfers

The state places money for programs like the Washington College Grant and Passport to Careers into one State Financial Aid Account. Money in the account does not expire and can be spent only on those programs. During the 2025–2027 budget period, the legislature may move money from this account to the state general fund.
