Port funds for cleaner cargo gear

Beginning June 11, 2026, port districts and port development authorities can use their money to buy zero- and near-zero-emission cargo handling equipment. They can also fund the infrastructure that supports that gear. The gear or infrastructure can serve the port or its tenants and lessees. The law bars using this money to buy fully automated marine container cargo handling equipment. Fully automated means equipment that is remotely operated or remotely monitored, even if people can still step in. A port development authority is a public authority created by one or two port districts under state law. This section stays in effect beyond December 31, 2031 unless a later law changes it. The authority only covers cleaner cargo equipment and its supporting infrastructure; it does not allow other uses of these funds.
