Asbestos certificate enforcement and appeals

The department can deny, suspend, or revoke a certificate for rule violations, fraud, or incompetence. For fraud, error, or incompetence, a suspension or revocation lasts at least six months. Before action, the department sends trackable written notice with the allegations and a chance to request a hearing. You can appeal to the Board of Industrial Insurance Appeals within 15 working days after the order and seek court review. If you are certified, you must show your department ID when an authorized representative asks.

Asbestos workers must be certified and trained

The law requires you to hold a department certificate to do asbestos work in Washington. To qualify, workers complete a four-day course and supervisors complete a five-day course approved by the department. Training covers safety topics like protective gear, respirators, disposal, air checks, cleaning, and decontamination. You must also pass a department‑approved exam for the role you seek. The department may require yearly refresher classes to keep your certification. If you trained in another state, the department may accept it when it is substantially similar and can still require an exam or refresher.

Asbestos rules must be least burdensome

The department bases asbestos certification rules on the best available evidence, industry best practices, and national standards. Rules must be the least burdensome needed to address safety and health hazards.
