Beginning March 31, 2026, the state raises bond authority for the SR 520 corridor to $2.45 billion. The money funds location, design, right‑of‑way, and construction. Debt service is paid first from toll revenue and motor‑fuel taxes under state law.
Beginning March 31, 2026, the state sells up to $800 million in general‑obligation bonds for highway design, right‑of‑way, and construction. Sale proceeds go into the Move Ahead WA account and can only fund those projects, short‑term notes, and bond sale costs. Principal and interest are paid from the Highway Bond Retirement Fund, using fuel excise taxes and vehicle license fees first; the State Finance Committee certifies the needed amount each year and the Treasurer transfers it. These bonds share those revenues equally with similar bonds. No sale happens until lawmakers appropriate the net proceeds, and the committee may use short‑term borrowing. For this law, “vehicle‑related fees” means motor‑vehicle license fees under Title 46 used for highways.
Beginning March 31, 2026, the state authorizes up to $100 million in bonds for selected interstate and highway work. Up to $25 million can match demonstration projects, $50 million can temporarily pay the federal share, and $25 million can be loaned to local governments. Loans may last up to 10 years and must use the same interest rate as the bonds. If any of these bonds are not issued by June 30, 2026, the unused authority expires.
Beginning March 31, 2026, the state authorizes $15 million in bonds to buy headquarters facilities for Transportation District 1. The Secretary of Transportation must request the bonds. If any bonds are not issued by June 30, 2026, the unused authority expires.
