Higher title fee funds EV rebates

Beginning October 1, 2026, the title fee is $40 when a dealer collects it at signing for a retail sale or lease. That $40 rate lasts through December 31, 2036; after that, the fee is $15. For all other title applications, the fee is $15. Part of the extra $25 collected through 2036 goes to an electric vehicle account to help pay for instant EV rebates. The state runs an instant rebate program for people in vulnerable populations, if funded by the legislature.

Limited direct dealerships for EV makers

Beginning June 11, 2026, a battery‑electric‑only maker can own and run its own Washington dealership if it meets all of these: it is U.S.-incorporated, has never had a dealer franchise in Washington, ran at least one Washington service facility by January 1, 2026, makes only battery electric vehicles, and had at least 300 of those EVs registered in Washington before January 1, 2026. The maker may sell, lease, arrange financing, and service only its own vehicles under this exception. It must get and keep a Washington vehicle dealer license and file a sworn statement that it meets all eligibility rules. If it later fails to meet the rules, the department revokes its dealer license within 30 days. A maker that is barred from being a dealer and sells or leases anyway faces a $10,000 civil penalty for each retail sale or lease. Dealers, consumers, or other private parties can sue to stop violations and seek relief.
