Child protection staff follow county need

The law sets how the state assigns child protective services workers by county. The Commissioner must use county population from the U.S. Census, the number of referrals, and average caseload. The Commissioner can move staff to counties with urgent needs based on current referrals and caseloads. The Bureau must report the county staffing plan to the Legislative Oversight Commission on Health and Human Resources Accountability by July 1 each year, listing any changes that lasted more than three weeks in the past year and why. These rules apply even if other state rules conflict.
