Effective 90 days after passage, every West Virginia state college must create standard campus safety maps. The maps must work in 911 and other responder software without new purchases or fees, be printable and viewable in open-source tools, and accept updates that keep this compatibility. If requested, they also integrate into interactive mobile apps. Maps show true north and a fixed grid; include floor plans over current aerial images; and are verified by an on-site walk-through. They label rooms, doors, stairwells, hazards, utility shutoffs, key boxes, AEDs, trauma kits, and campus roads, lots, fields, and neighboring properties. All data is created, stored, and maintained only in the United States. Colleges must get approval from their primary local law enforcement before buying mapping services.
Colleges must give these maps to local police, fire, and EMS at no cost. The maps stay permanently available to those agencies, and can also go to other local groups the school designates. The same maps are not available to the public under the state public records law (§29B-1-1 et seq.). This helps first responders while limiting public access for security.
