New School Safety Fund for devices

The law creates the Alyssa Alhadeff School Safety Fund in the state treasury. The West Virginia Department of Homeland Security runs the fund. Money can come from fees, gifts, grants, bequests, or transfers. The fund pays for mobile panic buttons and similar school safety gear. This fund authority ends on December 31, 2029.

Panic buttons and training for schools

The State Board of Education and the state Division of Homeland Security and Emergency Management must write rules by December 31, 2026 to allow wearable panic buttons in every public school, and county boards may give a device to each school employee. Each device must connect with local 9-1-1 and be able to trigger a campus‑wide lockdown alert. Before each school year, staff who use the devices get training on how and when to use them. County boards must let local police access school security data, like cameras, maps, and door controls, with set access rules. Implementation depends on available funding, and boards can apply to the West Virginia Department of Homeland Security for money from the Alyssa Alhadeff School Safety Fund. These requirements end on December 31, 2029.

All Alyssa's Law rules and the school safety fund end on December 31, 2029. After that date, the program and funding stop unless lawmakers renew them.
