Guaranteed online school for foster kids

The law guarantees virtual schooling for any foster child waiting for residential placement. Classes must start no later than three days after the child enters temporary care. The last school county serves first; if not able, the current county; if neither, a charter virtual school or the nearest county with online classes. All instruction follows West Virginia’s virtual school rules. The Education Department provides and pays for tech training so caregivers can help the child log in and join classes. After placement, the child’s online learning and enrollment records go to the foster family and the new county.
